I'd argue it was porn, anyone saying otherwise is being as naive as the filmaker. Young guys being ambitious and maybe not particularly uptight or forward-thinking could in the moment think submitting to some groping or exposed junk was worth the payoff. Peter was already set up on Vimeo and decided to push their limits too, maybe lacking the contacts or know-how to set up a better platform to monetize the content after CDs fell out of favor until he had no choice.
Vimeo is a platform for professionals. It's not social focused or for the masses like YouTube or other "Tube" type sites. Advertising companies will host their portfolio of work there. Government and Educational institutions will deliver their content from there. Documentaries regularly debut there. Vimeo is like the Linkedin of video platforms.
