Who the hell in the fashion world actually brought back this ugly baggy style? Awful. I prefer slim fit style fashion.

The simple answer is that kids, especially teenagers, don't want to dress like their parents. The "skinny trend" emerged as a repudiation of the baggy/loose fits of the '90s. Once a trend becomes saturated in the marketplace, you'll see younger generations rebel against it and the emergence of a "new" (i.e. often old, but modernized in some way) look that defies what their parents are wearing.

that’s a big part of the answer, yes, but fashion cycles are also artificially generated by need to continually market and sell new clothes season after season. It’s a combination of a bunch of things.

True! Smart brands capitalize on the desirability and market toward it. That's why you often seen "new" trends emerge first in underground or subcultures. And there's a certain unpredictability there that's hard to manufacture, because no one really has the cheat codes to predict the widespread adoption of a trend, much like it's really difficult to determine what will or won't go viral.
