You also have to consider the thickness. I'm not familiar with inches system but I estimate that the size starts to be big from 17 cm, which is your case. And more generally, when the figure is closer to 20 than 15 cm.

Yeah...I think that the girth adds to the overall equation. I'm 5.5" girth as well...and I think that must make up some of the perception of overall "bigness".
