If we go by the 1 in 10 people are gay, then you would think at least one player per team could be gay.

1 per team is overstating it. I'd say gay men are under-represented for the same reason lesbians are over-represented in female sport.

I agree with DBreban. Lesbians in female sports are totally accepted by straight, and of course the gay, communities, but in male sports - for whatever reason - it would be hard for a guy on the team to come out of the closet, or get into the team through recruitment if openly gay, despite the huge progress in LGBTQ+ awareness and acceptance in countries like Australia.

Forfunsake12: The Pacific Islanders that make up many rugby teams are religiously conservative and will never go along with supporting anything to do with LGBQT+ - unfortunately.
