I mean we don't know for sure but he's most likely cut. During WW1 and WW2 almsot all men were recruited and doctors started noticing foreskin issues, so it became almost universal after WW2. They kinda started defunding it the early 00s but after studies confirmed small benefits most insurers are covering it again. From my experience, uncut guys tend to be from bigger cities, ethnic or born preemie, white guys are usually always cut. In Canada it's common too but not as much.
