I personally have experienced several small Asian dicks, but I have experienced as many (even more, to be honest) large Asian dicks, and plenty of run-of-the-mill Asian dicks in between.
If small dicks have ever appeared to be exclusive to the Asian (Mongoloid) race, it is only a testament to their honesty (or lack of morbid size queenism). Small (or even average/normal) white or black men are practically never hired to appear in commercially produced porn, and it seems to me that even the infamous "towel dance" is mostly a symptom of American prudishness or shame regarding one's naked body, which is mostly absent in (East and Southeast) Asia.
