I think that's pretty standard for video downloaders extensions and add-ons.

The one I use on Firefox is called Video DownloadHelper and it's similar, although it's officially recommended by Firefox so I don't think anything suspicious is going on.

My thoughts are: if you're actively using an add-on, turn it on, but if you're not using it, than turn it off. It takes a couple extra seconds, but at least you can feel a little more secure about what's running in the background.
