This ( by @BdTr7 ) is actually the first advice in this thread I can support. “Lotion” is nearly always scented and that can cause dermatitis. Cerave is hypoallergenic and contains compounds that restore the skin barrier.

Get out of the shower dripping wet, just wipe off a bit of water with your hands (I only use the towel for my hair and perinaeum/bum crack), take two *liberal* fingers of Cerave (the regular big jar), distribute over the palms of your hands and wipe over your entire body.

I would not advise using urea on this area, especially not without a rigid control of its concentration.
