Yes, it's likely Sapphire. They use the same replies on every account. I question the need for a rep agency when you don't do anything or have much of anything to generate interest. And I say that for all "models" who utilize Sapphire or similar agencies. You're not famous enough to get inundated with messages.
What I have heard from several OF "creators" is the worst part about it is dealing with endless DMs. If the posts here serve as an example of the mindset of the typical DM I can see why they would hate it and let an agency handle DMs.

I always love it when a poster comes here and innocently says they can't believe the creator has banned them, as they were just constructively DMing them suggestions. All the while, they've been a complete douchebag and asshole in the thread and has been raging on and on about that creator.

There's no reason to always respond. People aren't owed a response for anything. Maybe those who complain have shelled out a lot of money other than the base subscription price.
Point is, Dylan's content is nearly non-existent. Why would he need an agency to take over his messages? Maybe if you had several thousand fans and posting content near daily.

True, but that is also a good strategy for eliminating the nonsense DMs from people who make demands or requests they have no intention of paying for. Now he knows who will spend money on him. People on LPSG tend to forget the goal of an OF is to make money.
If he ignores DMs then he gets attacked for doing that. I would guess Dylan does not use an agency. He shows few of the normal signs of agency use.
