$600 is an extremely unreasonable “figure” or “offer.” That’s half a rent payment for something very, very simple. I don’t think it’s too crazy of me to call it out.

When he asked you “how much“ you should have offered 50% of what you’re prepared to pay and negotiate from there.
By doing what you did you gave him all the pricing power at the start And he can set any unreasonable price. At the very least you should have countered with a very low offer of 25% of what you’re prepared to pay and see if you can negotiate to an agreed price that is within your limit. At least this way you gave it a good shot.
