Because the characters was suppose to be naked in the show and being it was tv they couldn't show nudity so the blur to make the impression he was nude as for him wearing underwear what was he suppose to do be naked anyway even if it could not be shown

1. There's been TONS of shows that have nude characters, but don't show the nudity. They are usually shot from the waist up (if men) or shoulders up (if women), or there's something blocking the private parts, like a couch or plant; they also shots of the clothed person standing with the naked person's legs in the foreground. I can name hundreds of shows that use those methods.
2. The Hard Times Of RJ Berger was also an MTV sitcom and it ended about 3 years before Faking It aired, and Larry Poindexter showed his actual bare ass in one episode. MTV could've shown Gregg's for at least one episode.

The whole pixelation thing is just dumb and pointless. If it were say, they were nude on the news in the show, that would make sense, since they actually do that. People don't walk around with pixelated parts when nude.

It's quite simple, don't show the nudity. Just cut it off.
 
There may not be any nudity or even shirtlessness, but Gregg's new film This Is the Year is out now.
