It is. Just go to a Korean spa in America and you'll be expected to have no issues with nudity. Throughout the European countries I've visited American-style modesty is non-existent. I've been to spas in Germany where it's actually co-ed nudity. Try to wear a towel and you'll be instantly ostracized if not told by the staff to ditch the towel or leave.

I don't think European schools require students to shower either these days, and I'm not sure how common it is after gym classes there.

My Canadian friend told me only the athletes at his school showered, not after gym class.

In gym class we finished 10 minutes before period end just to allow for showers. And our gym teacher would come to the locker room and stand making sure everyone did.

Our gym/health class was divided up by sex. Not sure if they do that nowadays. So presumably the girls gym teacher would enforce the shower routine.
