Yes. This exactly. I used to think that people should measure thickest point, but I’ve changed my mind on that. It really should be mid shaft. I suppose it’s all subjectivity, but I think when push comes to shove, mid shaft (or something close) is what counts. From both a visual and practical standpoint.

I think thickest part of the shaft should count for girth so long as it’s not head or base girth (within half an inch of the penis base)

I’m 7” right at the base yet I consider myself 6.5” girth (similar to what I imagine Jovan Jordan’s is).

I'd say that's a fair way to measure. At least a half-inch away from the base and head. To ensure we aren't considering a puffy glans or the bottom of the corpus spongiosum at the base as representative of shaft girth. If a guy is 6.5" around 1/3rd of the way down the shaft, I'd consider it that legit, as this portion of the penis a partner would definitely feel during sex.
