Basically. I can confirm girth gain of a half inch is possible, because I've done it. But it's taken basically daily work for 3 years. And there are studies that show extenders giving 1-3 inches - usually on the low end like 1 to 1.5 inches - after like 6 months or a year of daily use for hours at a time.
