If you don't retract completely, it is better to retract more than necessary and push it forwards just a bit. As you retract, there is some tension which tries to open the piss slit (making you piss in shower). When you push it forward just a bit after retracting, that tension goes away and piss slit is back to "normal".
When retracting fully, unless frenulum is short, the head will be free of tension as the 4skin falsl bhind the rim of head and piss slit will be normal.
Tish! And piffle! This certainly isn't universal - never affected me, anyway.
If anyone's foreskin is tight enough to cause this effect without being hard, they may as well get themselves circumcised... Unless it occurs because they've got a sticky glans or something...
