I too had some doubts and unsubscribed from his OF due to inactivity. If he's willing to post content regularly I'd be willing to resub.
Saw this on Twitter. His OnlyFans will be FREE starting Monday. Of course, new videos will be PPV. This proves that Peter genuinely cares for his fans. Love it!

Right now it's $!0 and everything is PPV. Why wait til monday? I hope he will be sending out some free videos to those people who went months without new content and paid for their memberships all that time giving him the benefit of the doubt and trusting him to do the right thing.

Just like what he said, it is not uploaded yet because this change will start on Monday, 10/17. And yes, it will be free for those who PAID to subscribe.. But for those who WILL subscribe for FREE, it will be pay-per-view, as it SHOULD be! No one's just gonna film full-on sex videos and give them out for free -- unless it's a promotional bonus/prize for subscribing or paying something. Need I explain more to you in a dummy-proof and barney-style manner?
You said Peter was launching his FREE OnlyFans today? Where is it? His current OnlyFans account is still a $10/month subscription. Is the FREE OnlyFans a separate account?
I also checked Peter's Twitter page for more information but he hasn't posted anything there in the last week. Same as here.

I thought all someonehad to do to make their account free was click a link and switch from Private+Fee and Open - No Fee. Why is it different for Peter?
According to his OF I think it’s clear what his plan is, which IMHO is not that much different from some other creators. Subscription for some free stuff. Probably solo previews and sex video screen grabs (he actually says this - screen grabs for subscribers only). All sex videos are PPV. Not sure if he will post full solo videos on the main sub page.
He also says on his page that he is in the process of moving all current content behind a paywall. It is also implied that people who remained subbed to him throughout his absence may get some special access.
Doesn’t look like things will be actually “free”, which is totally ok but it just needs to be communicated as such.
Some people are just more familiar with creators that has a free page for teasers but full length solo and sex videos as PPVs.
Personally, If he consistently generates good quality content, I’d be willing to pay. We shall see.

There is no confusion really. People change over their OF's between Free and Paid everyday. They give discounts and send out free passes. This is not exported OF videos to another latform like moving them to JFF. A creator I follow decided 6 weeks ago to stop making content then the other day made an announcement about being back and changed his sub rate by half. It really does take nothing.
As Peter and someone said above, the transition is taking longer than expected as Peter is still working through the account technicalities before he completely switches to the Free Subscription/PPV Content mode. And NO, that's not just one click on a link, there's much more to it. You gotta upload stuffs, mark your paywalls, assign price, draft messages for your PPV's, create new posts for free subscribers, look through your previous contents if anything will remain for free viewing or PPV, and make your account free. Oh and yeah, you gotta film/shoot stuffs too, edit them, upload, compose captions.. You can't just upload stuffs and make the whole account free then accidentally show all of your uploads without pay -- that would be a nightmare and definitely not fair for the creator who put all effort. The wait is understandable that he's relatively new to this whole OF thing. As for me, I am patiently waiting although I've already paid to subscribe earlier. Haha
I think in due time everything will be set up and all that . He kinda got everyone’s hopes prematurely up but other than that it is what it is like someone said not much changes. Enjoy subbers
