Why would they call another actor if he already knows the character, he is the character, and will be the producer? It's stupid.

The most obvious thing would be if he has a scheduling conflict with, say, a movie he's already attached to or a second season of Citadel, for example. Actors can be producers on projects they're not acting in. There's also a big difference between being a producer and being the producer. Most celebrity producer credits are usually superficial unless they have an actual production company (which, to the best of any of our knowledge, Richard doesn't). Hell, Richard has a producer credit for seasons two and three of Medici without ever once appearing in either of those seasons, not even in flashbacks.
