Hoyt Kogan is not circumcised, you can see lots of foreskin in other pictures if you google his name. He can just pull it down a lot, it's stretchy foreskin.
It's like Paolo Arreola or Dusan Polanek. In some shots they look absolutely foreskinless, not necessarily cut, but absolutely no coverage. But when they are actually soft, in some rare shots or angles(best source is the wrestling videos), then they have full covergae.

No it depends, in bigger cities and out west is not as common but still default in majority of country. In my area it's probably 90%.Its actually on my listBy the way I recently discover that even men from us are not that much cut. I naively thought 99% of North America were cut
He definitely is. Harry said so. Sometimes people mistake shadows in photos for foreskins.
I believe that the national average of at-birth circumcision in the US is still a clear majority. But it’s important to point out that the current circumcision rate & the % of guys living in the US who are cut are two different things - most Latinos are uncut as are many migrants from East Asia & Europe.
It’s worth remembering of course that a significant number of guys are circumcised later in childhood or as adults for medical or aesthetic reasons in US and certainly in UK and some other parts of Europe.
