Well, just to clarify, the measurement should be taken with the erect penis perpendicular to the body, not hanging down.

People may come off as being rude about that, but you have to consider that for those who have followed this thread a while, there have been tons of people who said they knew (and measured) a guy who could win the prize, and then headed off to contact him and bring him back here. Not saying your case isn't different, but nothing so far has ever come of it and the person eventually leaves the thread. The skepticism should be expected.
