It's not even that she's super controlling from what I can tell, he's just still stuck in that mindset of needing his parents' permission for things.
Between that and how cranky he gets when he's tired (see the car trip vlog with Jack Manifold from the other day) he's still got some growing up to do. I like him and everything but *come on*, man.
I don't think its a "permission mindset", its more like he doesn't want to do anything that his parents could not like without knowing for sure if they wouldn't like it , its more of a "pleaser mindset".
If he dyed his hair and his family found it tacky, bad looking or just didn't like it, they obviously wouldn't tell Toby to redo it, badmouth it or tell him what to do, but Toby would probably feel bad about having done it and regret it even if it looked good on him. (which it would)
Its not fully blonde, he saw a fanart on Twitter that had blonde in the back and he kinda liked it.

Just fuck me already, damn, why does he have to look so fucking good in a suit.
His parents seem to be very protective over him, until he moved out he lived in a little bit of a bubble where they did everything for him, they were bringing him meals, doing the laundry and so on. Even when he moved out he was happy when his mom was comin to visit it because she was doing his dishes, when his friends got him clother he needed help to put them on. He doesn't know any other bubble where his parents aren't controlling his life and he doesn't have to wait until they agree on something. In short he's a 19 year old child.
I think this is why college is important, the problem is that he makes so much money that going to college is a waste of time for him. So he'll never have the college experience, which is very important to help transition from a child into an adult.
