Racism is racism, as long as the skin tone/color is different and its called negatively upon. Moronic, inbred and inept human beings(whether liberal/conservative/democrat/republican/etc) that think otherwise are part of the problem too. They think they cannot be while being ignorant to the max degree that they are in fact, racist.
Another key issue that all ethnicity/races do, is that they ignore and don't want to acknowledge their own racist issues. For example, my dad is from mexico, and he can call out how they treat dark skinned mexicans or ones who appear "native american/indigenous" like crap, while others are glamourized to a high degree.
And going with the title of this thread, yea, if you ridicule/etc someone for being white skinned, yes, you are racist. To say otherwise is justifying and rationalizing negative behavior. ALL RACISM is abhorrent yet it does exist and rampant in the world
