The sauna in the men's changing room is fairly small and can get quite busy. On numerous occasions when I've been there guys will either enter naked or take their towel off whilst in there. The staff do visit but you can clearly see when someone is approaching the sauna, that said they can see you too.
The steam and sauna rooms face the swimming pool and are mixed but depending on the time you go, it can be quite active. The good thing about the steam room is that you can see out through the glass door when it's steamy but it's not that easy to see in.
Well they should at such slut ridden locations!!!

British Library was weird. Went to 3rd floor toilets. A few guys just standing there doing nothing. Went to the 2nd floor toilet and one guy followed but he was a little weird. Another old guy just stood there for ages and I couldn’t tell if he was jerking or finding it hard to pee

You can walk in off the street easily. The university is accessible to the public and is attended by people of all ages. There are occasions when they ask for ID but this is usually out of term time or if there is an event on campus.
I just popped over there at 3pm today after some meetings. Arrived just as a guy was leaving a cubicle and it was apparent someone was still in there. I hung around until they came out. Ended up having some fun with them - clearly they were up for more!

Yeah they're public places with all kinds of things going on in the main areas attended by all sorts of people, it's not like walking into a workplace where receptionists stop and question everyone who walks in. I would probably counsel not walking in with a "fuck me rigid" t-shirt, a rainbow flag and make a beeline straight for the toilets, otherwise you will be just fine
