I think this is a bigger problem where you have stalls. Where I go it's a completely open line of showers. Some people consider this erotic, but there is less scope for such misbehaviour if nothing is hidden.
One time I was showering by myself in an open shower room at the gym. Guy comes in and starts showering near me. After a couple minutes he tells me that I'm the largest he's ever seen. Another minute or so later I noticed him jerking off, so I very quickly finished up and left.
