Being an experienced military doctor that have seen thousands of cocks (on scandinavian guys though), I would say that he is not circumcised as far as I can judge, the foreskin is just retracted. And concerning the size he could be anything from quite normal to rather big - remember that you see the cock in its more or less flaccid status here. I have followed the discussions in a lot of blogs and forums and most are sure of what you think is the foreskin in the circular picture is part of the fence - look careful and you will agree 100%. So you cannot see any part of the foreskin at all unfortunately, let us agree on that. I just looked at the picture you mention and it looks pretty uncut to me...
