It's a concave or convex lens depending on which side you are looking at. It makes objects in the center of the frame appear larger than those towards the outside of the frame. The further from the center of the frame the smaller the object will appear, and vice versa.

For some reason that type of lens has been popular when making skateboarding videos. If you've ever seen a skateboarding video you've probably seen an image shot through a fish eye lens.
