Are you 100% sure it's the blood flowing to your dick that is elevating your heart rate? Or rather, the dopamine elevation from simply being aroused?
People have brought up the blood volume thing before, and I was one of them, but the other members here changed my mind on that.
Basically, the volume of blood increase needed really isn't all that high, relative to the rest of the body. It's not like there is zero circulation in the penis prior to the erection, even if he's a grower. If he's not extremely thin, and he's around 6ft, then there is plenty of blood, and the absolute size is not an issue for his body. There are many causes of ED, especially mild ED. In some cases, it isn't even physical; things like excess porn use can result in it for some guys.
Guys like @sdp are far outliers in size, and he clearly has no issues getting it solid to measure it.
If the guy in the video is really dealing with mild ED, I doubt @TinyPrincess would disqualify him for taking a viagra prior to measuring.

Yeah, I don't think blood volume has a whole lot to do with EQ. My cock is definitely on the big side (especially in proportion to my body size) but I have no trouble getting 100% hard - I feel no change in blood pressure or light-headedness, and my heart rate only goes up with sexual excitement, not with cock hardness.
Rather, I think EQ is more affected by vascular issues letting too much blood drain out to keep sufficient hardness, though I'm not aware of the exact mechanism.
