The only weird thing he said was that he's "limiting subs" then encouraging people to sub quickly so they don't miss out. That makes no sense from a business stand point and is just a weird marketing tactic to make people thing they'll be locked out.

It makes a ton of sense if you think about it. Making people think something is limited makes people try to get that thing more than if it's something you can get all the time. It's the same business thing behind girl scout cookies. There is literally no reason they can't sell them all year but they know if they only sell them for about a month or two people are going to buy them because you can't get them the rest of the year. So if he's telling people there is only limited subs per month people who maybe were going to wait because they wanted more content to be released or what not they're going to get the sub now because there's only a "limited amount."
