I don't think it's him because they don't really look alike to me. But tattoos can be removed. Charles Dera had a chest tattoo during his career; now removed. He's still the same person without it or with any future tattoos.

True, Marky Mark was covered with them and they are gone. Even in pretty hi-res photos you don't see traces of them. I didn't know that was possible.
