I disagree that there's easy fixes. The meds don't work for everyone. If it's presenting like that at that age, it's more than likely he'll have nothing on top at some point in the next 10 years, and no one has enough donor area to fill the entire top so that it looks good or natural.
He's thinning both in the middle and on the sides of the head at that age. That's usually a sign that you'll go full on bald on top. Has nothing to do with having a high forehead.
But like I said, he'll still be hot. Hair or no hair. He's lovely.
Again, that's what his hair has always looked like on the sides and the top. The sides in particular are lighter in hair color.
